Gillian Cooper
Gillian Cooper is an accomplished professional with over 25 years of experience in the intergovernmental and non-profit sectors, focusing on social and environmental justice issues across the Caribbean, West and East Africa, and the UK. From an early age, Gillian was actively involved in environmental advocacy, leading the Environmental Awareness Group of Antigua and Barbuda at just 21. Her career trajectory includes significant contributions to policy and public affairs, having developed insights and partnerships that influence global policy decisions. In her roles, Gillian has spearheaded major organizational initiatives, such as leading the design and development of advocacy programs for the Commonwealth Foundation and directing a new Knowledge Learning and Communications program in 2018.
Her leadership in digital communications strategies significantly elevated the Commonwealth Foundation's profile, evidenced by a dramatic increase in engagement during the 'Critical Conversations' online series. As a proponent of empowering management, Gillian thrives on guiding diverse teams through collaborative and problem-solving approaches.
Gillian's commitment extends to convening civil society and facilitating participatory decision-making processes. In 2022, she was pivotal in organizing the People's Forum, a major civil society platform under the Commonwealth, which brought together leaders and activists from up to 52 countries. Additionally, at CANARI, she worked closely with civil society and government officials to influence Grenada’s tourism policy, demonstrating her ability to navigate complex multi-stakeholder environments.
Her extensive experience also includes organizational development and monitoring evaluation and learning (MEL), where she has implemented innovative MEL approaches like outcome harvesting. This approach has supported the growth of small civil society organizations (CSOs), enabling them through coaching and strategic support in fundraising, vision, and mission design. Gillian continues to champion climate justice, focusing on the unique challenges faced by small island states and ensuring that marginalized voices are included in crucial policy discussions.
Gillian is the Political Director of the Fossil Fuel Non-Proliferation Treaty.
